The macroeconomic objectives for 2015

Highlight: Haiti: By Kathleen Dorsainvil

1. Economic Growth

• The expected growth rate is 10.4% for the fiscal year of 2010/11. If it is reached, the GDP would be the highest which have reached the Haitian economy over the last ten years. This rate relies heavily on the sectors of construction and agriculture. However, according to statistics released by the Haitian Institute of Statistics and Informatics (IHSI), the contributions of the construction sector and agriculture in GDP are around 8% and 23% respectively… It's a challenge!

• It is anticipated that the construction market will be dominated by foreign firms…

• The construction of "buildings and 250,000 houses are planned."

• The addendum provides a prominent place in agriculture and agro-industry.

2. Tax and Fiscal Policy

• The addendum establishes the budgetary support from the international community. He had hoped that this corresponds to a better management and even a reduction of unproductive expenditure of the central state. For example, managers in this country seem to forget that video conferencing can achieve the same purpose and be cheaper to the taxpayer of Haiti than frequent travels.

3. Monetary

• It is to note that the addendum is to keep inflation below 10%, without any proof of that amount.

• We must welcome the establishment of guarantee funds, credit institutions providing some guarantee of funds lent. What about a guarantee fund for depositors, like FDIC (Federal Deposit Insurance Company)? The existence of such an institution would have the advantage of strengthening the role of supervision and consumer protection of the Central Bank. It would reassure investors...

The HNP, a real melting pot

English translation:
To mark the 15th anniversary of the HNP, a mass of thanksgiving was sung at the Police Academy June 12, 2010 in the presence of high command and several units of the HNP. On this occasion, the Director General of this institution, Mario Andresol, said that security forces on which rest the hopes of an entire population safe and stable country now consitutes a true melting pot.

Haiti: Established in 1995 in a difficult socio-political context, with the mission to maintain order in general and to lend support to the implementation of decisions taken by the constituted authorities. The National Police of Haiti (PNH) has just celebrated its 15 year history.

This institution has, over the past 15 years, had some good sizes and decadence, because it has not always received all the necessary framework to flourish, and especially because it has often been heavily infiltrated by individuals with different agendas.

During a Mass celebrated by Bishop Pierre André Dumas, the celebrant in the homily for the occasion, said that the High General Staff of the National Police, in recent years brought both new blood but also an approach innovative, making the local police, to serve the citizens any activity that has taken root and has yielded very positive results.

"The commemoration of its 15 clusters should enable the HNP to define its future through a stronger proximity with people," said Bishop Dumas in the presence of President Rene Preval and his wife, the high command and several units of the HNP, etc..

In addition, Bishop Dumas took the opportunity to commend the police who, despite their limited economic means, continue to offer the best of themselves by ensuring the maintenance of public order.

"These 15 years represent the age of growth and the renewal. They are the quintessence of the values of discipline and dedication that characterize this internal security force which you proud. For this, I invite you to be men and women caring and dedicated to serving the people, "he said, adding that the police are called to bring order, but also to establish a climate of trust and remain faithful to their mission is to protect and serve.

For his part, Director General of the HNP, Mario Andresol, said that nothing would permit the HNP to celebrate his 15 years in these difficult times and troubling that the Haitian people live five months after the devastating disaster that has severely ravaged the country. "We're in this time the tears continue to flow. The national police mourned by 79 police officers were mown during the earthquake. 253 agents are not available and 50 others have so far made no sign of presence, "he added.

According to him, despite everything, we must continue to work to restructure and reorganize the national police force by providing all information necessary for its processing so that it can meet the international standard for modern fonts, because the HNP is now a real crucible security and stability in the country.

He estimated that there are still countries in the copies of Haitians who have not sold their souls and their beliefs, despite the difficulties the country has experienced the earthquake. He later added: "The HNP, the only force currently available to the Republic of arrrache work-up to provide daily work enjoyable and the people must cooperate with it to better respond to the dangers."

Thus, the Minister of Social Affairs, Yves crystalline ensuring the interim Minister of Justice, meanwhile, insisted that the HNP is not just a police force to intervene or a high-tech unit but first and foremost a community that had until 12 January 9700 police and is now reduced to 9,420 men and women united by the same spirit of service and driven by the same sense of duty. "It may be noted, inter alia, significant progress in terms of increasing the size of the HNP. Of nearly 7,000 police officers in the early launching of the reform, the size of the HNP now amounts more than 9420 members. Added to this is the 900 cadets currently in training at the Police Academy, "he said.

Finally, the Minister recalled that crystalline during the past 15 years, this family had also suffered the loss. By being worthy of their motto "to serve without fail, some of them have been to sacrifice. This day has been for the police an opportunity to honor the memory of their fallen colleagues during the earthquake of January 12.

Haiti: "More than ever we have broken with the Republic of Port-au-Prince to have a balanced development of the country. These words of the Minister of Economy and Finance, Ronald Baudin, have fueled a lively debate in the conference room of the hotel du roi Christophe, where were gathered the members of Civil Society of North representatives World Bank, International Monetary Fund and the Interamerican Development Bank (IDB).

"The regions are the solution of the crisis left by the earthquake of 12 January," said Minister of Economy and Finance, who has had to call his cool to calm some minds who attended a Friday, January 11 talk around the theme: "Investment and Development Perspectives in the Northern Department. Baudin Ronald believes that the earthquake of January 12 gives us a chance to pull ourselves together.

Businessmen of the Northern Department have stressed the fact that obtaining simple pieces are forced to move to the capital, pejoratively called "Republic of Port-au-Prince." The businessmen and members of civil society in Cap Haitien have not gone through four paths to describe the attitude of the State towards them as discriminatory in relation to tax policy. What Ronald Baudin quickly dismissed by noting that two legal instruments used to collect taxes for the republic: the tariff and customs code.

Baudin Minister who led a delegation that visited the government's work performance in the northern department, had to entrust the business, saying "it does not go one day without receiving businessmen give the order to receive business leaders from outside who want to invest in Haiti. The tax burden in Haiti, we have plans to increase from 10% to 14% in the next four years is one of the least strong of the world, "said Minister of Finance.
